During his long career in multilateral positions, he served as UNESO Assistant Director-General for Strategic Planning (2000-2014); UNESCO Deputy Director-General (2010); Director, IT for Development Programme, UNDP New York (1995-2000); Executive Coordinator, InterAction Council of former Heads of State and Government (1986-1995); Senior Officer, Office of the Administrator, UNDP (1982-1986); First Officer, United Nations Secretariat (1975-1982). – Since 2014, he is Honorary Professor, South China University for Technology, Guangzhou, China. In 2018, he was appointed Chairman of the Advisory Committee, International Center for Creativity and Sustainable Development (ICCSD), Beijing. He also serves as a member of the International Advisory Council of the Eco-Forum Global (EFG), Guiyang, China. He advises governments, public and private institutions and NGOs on international policy and sustainable development issues as well as strategic planning. He holds a Ph.D. and MA in economics from the University of Konstanz, Germany.
